1. About Essnova and the SEWP VI Contracts

NASA SEWP overview

NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced “soup”, provides the latest Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services for all Federal Agencies and their approved contractors. Created in 1993, SEWP I was the first Government-Wide Acquisition Contract (GWAC) in the federal acquisition space. Originally the vehicle provided only technology products for NASA and other agencies; over the past 30 years SEWP has continually evolved, expanding its scope to meet the requests of its customers. The program is self-funded through a usage fee of 0.34% and supports more than 50,000 orders a year across the Federal Government.

Fair opportunity

FAR 16.505(b)(1) provides that each contractor shall be given fair opportunity to be considered for each order exceeding $10,000 issued under multiple-award contracts. The FAR leaves the method of obtaining fair opportunity to the discretion of the ordering contracting officer, who documents the rationale for placement and price of each order. Using the SEWP online Quote Request Tool (QRT) is the recommended method to assist in this activity and to augment the required decision documentation — the QRT automatically includes the Contract Holders within a selected category or based on a suggested source.

What’s in scope for SEWP VI

SEWP is designed to provide a broad suite of ITC/AV solutions and services. Technology is ever-evolving, and for that reason SEWP’s processes enable Contract Holders to add new commercial technology and IT services to their contracts as customer requirements emerge. SEWP VI is composed of three scope categories:

  • Category A — ITC/AV Solutions
  • Category B — Enterprise-Wide ITC/AV Service Solutions
  • Category C — Mission-Based ITC/AV Service Solutions

The SEWP VI ordering period begins November 1, 2026 and runs ten years. Every federal agency may order under SEWP VI; orders are placed by warranted Contracting Officers (and, for purchases within the micro-purchase threshold, by authorized cardholders) under the fair opportunity procedures of FAR 16.505(b).

2. How to Obtain a Quote

Hardware, software and services

  1. Through the SEWP Quote Request Tool (preferred). Government customers create a Request for Information (RFI), Market Research Request (MRR), or Request for Quote (RFQ) at www.sewp.nasa.gov, selecting the category (A, B or C) that matches the requirement and any small-business set-aside. Essnova receives the request automatically and responds through the SEWP system with a verified line-item file at or below our recorded contract prices.
  2. Pre-solicitation engagement. For capability discussions, budgetary estimates or market research before a formal request, contact our sales team directly at any time.
  3. Quote validity. Every Essnova quote states its validity period, and we honor any order submitted within that period.

3. How to Place an Order

  1. The customer’s Contracting Officer issues a task or delivery order against the Essnova quote, referencing the applicable Essnova SEWP VI contract number.
  2. Orders are processed through the NASA SEWP Program Management Office, which assigns a SEWP Control Number (SCN). Fulfillment begins upon SCN assignment.
  3. Essnova acknowledges each received order within one business day and maintains current delivery status — including expected and actual ship dates and tracking information — in the SEWP system throughout performance.
  4. Government purchase cards are accepted in all categories. Terms are NET 30, FOB Destination.

4. Post-Delivery Support: Installation, Warranty and Technical Support

  • Installation: where included on an order, installation is scheduled with the customer’s designated point of contact and confirmed in writing on completion.
  • Basic warranty: products carry the original manufacturer’s warranty stated on the quote; Essnova facilitates warranty service between the customer and the manufacturer for the warranty’s life.
  • Extended warranty / maintenance: extended coverage appears as separate line items and is honored per the quoted terms; Essnova provides renewal notice before expiration.
  • Technical and software support: each quote identifies the support entitlement (manufacturer or Essnova-delivered), coverage hours and the support channel to use.

5. Troubleshooting a Problem Order

For any order issue — delivery status, discrepancies, damaged goods, invoicing or modifications — contact the order desk below with your order number or SEWP Control Number. We acknowledge within one business day. Unresolved issues escalate to the Essnova SEWP Program Manager, who owns resolution with our suppliers and, where appropriate, the NASA SEWP PMO.

SEWP program resources: the NASA SEWP help desk and program information are available at www.sewp.nasa.gov. Agency-level order records are maintained by the issuing procurement office.

6. The Agency Ordering Process

The internal ordering process of each Agency varies, and the process and accompanying forms for Purchase Requests and Delivery Orders are set by the issuing Agency rather than by the NASA SEWP Program Management Office. The typical sequence is:

  1. An end-user determines a requirement and generates a Purchase Request (PR).
  2. The Agency’s procurement office competes the requirement under FAR 16.505(b) fair opportunity — most commonly through the SEWP Quote Request Tool.
  3. The process results in the issuance of a Delivery Order (DO). Any valid Federal Agency DO form and its associated Delivery Order number may be used.
  4. The NASA SEWP Program Management Office reviews, processes and tracks issued Delivery Orders and forwards them to the Contract Holder, assigning a SEWP Control Number (SCN).
  5. Essnova begins fulfilment on assignment of the SCN and maintains delivery status in the SEWP system through completion.

Some Agencies have special requirements for issuing IT Delivery Orders; meeting those is the issuing Agency’s responsibility. There are no requirements under the SEWP contracts for issuing Agencies to use other intermediary procurement vehicles.
